Paul Collins

Paul is an environmental solicitor at Bond Pearce and regularly advises clients from all business sectors on areas of environmental law. Paul advises on the environmental aspects of the sale and acquisition of business and property, including environmental due diligence, appointment of environmental consultants and the allocation of environmental risk. His practice includes advising on contaminated land liabilities, applications for and compliance with environmental permits. Des Callaghan

Des is the Principal Ecologist within the Environmental Assessment and Sustainability Division at Bureau Veritas. Des is responsible for the management of ecological skills across the company. His duties involve maintaining technical excellence, project and financial management, staff administration and marketing. Des has thirteen years of experience in ecology, including work throughout Europe and in regions of The Middle East, Asia, Africa and South America. He has broad experience of field surveys, Environmental Impact Assessment, conservation planning, Expert Witness and a strong background in research. He has an MSc in Environmental Science, a BSc (Hons) in Environmental Management, and is presently undertaking a PhD on bryophyte biogeography in his spare time. Samuel Carson

Samuel Carson is a Section Manager at Bureau Veritas within the Land and Water Quality division. Samuel has eight years consultancy experience as an Environmental Scientist, specialising in the investigation of contaminated land. Samuel has extensive experience of contamination investigations and remediation and has managed a large number of projects within the UK. Dr Sarah Davidson

Sarah is a Technical Director in the Bureau Veritas Environmental Assessment & Sustainability Division with responsibility for the delivery of EIA projects including the review of Environmental Statements on behalf on planning authorities. Sarah has over fifteen years of experience in EIA, working on a wide range of projects in the UK and overseas. She has broad experience of managing and implementing multi disciplinary environmental and sustainability projects, of Expert Witness and of ecological assessment. Dr Ana Grossinho

Ana Grossinho is a Principal Consultant within Bureau Veritas’s Air Quality and Environment Division. She is an environmental engineer with 18 years of experience in the field of environmental impact studies and air quality assessment and compliance, gained through working with NASA, international development agencies, academia, central (Defra), regional and local government organisations on projects in the UK, Europe and overseas. She has a PhD in Remote Sensing, Geographic Information Systems and Air Quality, a DIC (Diploma of Imperial College), an MSc Environmental Technology (Pollution Option) and a BSc (Hons) in Environmental Engineering. Mike Lachowicz

Mike Lachowicz CEnv, MIEMA is a senior consultant with Bureau Veritas. He has over 20 years experience of environmental management (nationally and internationally) in private, NGO and public sector positions. Mike has a BA in Environmental Policy and Management and is a Chartered Environmentalist, Full Member of the Institute of Environmental Management and Assessment (IEMA), an IEMA Membership Peer Assessor, Member of IEMA Professional Standards Committee, and an Associate Environmental Auditor. Dr Lakhu Luhana

Dr Lakhu Luhana is a Principal Consultant of Air Quality at Bureau Veritas with responsibility of assessing, monitoring and reviewing the air quality impacts resulting from a variety of sources and development projects. Additionally he assists local authorities in their duties for LAQM (Local Air Quality Management) and policy support. Lakhu has more than 18 years experience in air quality modelling, monitoring, management and data analysis. Before joining Bureau Veritas, he has worked on a number of projects for the European Commission and the Environment Agency related to monitoring and modelling of emissions and air pollution, study the interaction and transport of pollutants and to develop monitoring and modelling protocols. He has extensive experience in statistical analysis of large and complex datasets comprising of air pollutants, meteorology, emissions and traffic. Dr Richard Maggs

Dr Richard Maggs is a Business Director within the Air Quality division of Bureau Veritas HS&E Ltd. As well as providing policy support to Central Government on EU Directives and local air quality management issues Richard has experience of managing large and national air quality monitoring networks covering all aspects of site investigations, equipment procurement, financial reporting, communication, data collection, validation and dissemination and quality assurance programmes and risk management. He has assisted many local authorities with regards to formulation of local air quality strategies and policies for the improvement of air quality and, through his PhD and post-doctoral work, has an appreciation of the impacts of air pollution on human health and sensitive ecosystems. Gwyn Mapp

Gwyn Mapp is a Senior Consultant within Bureau Veritas Acoustics, Noise & Vibration Division. He is a Technical Noise Advisor to the Department of the Environment, Food and Rural Affairs. (Defra). He has also been involved with the Cross Rail Development of North London, and has provided expert opinion of the quality of the noise issues contained within Environmental Statements sent with Planning Proposals to the London Borough of Tower Hamlets. He has an BSc (Hons) in Environmental Health, an MSc in Acoustics and Noise Control and a Post Graduate Diploma in Acoustics and Noise Control from the Institute of Acoustics. Jennie Preen

Jennie Preen is a Principal Consultant with the Air Quality Division of Bureau Veritas. She has 6 years experience in all facets of PPC regulation and been responsible for the regulation of industry on behalf of numerous Local Authorities. Jennie Preens experience covers a wide range of industrial activities and includes guidance to regulators and industrial operators on the appropriate use of pollution abatement techniques and BAT. Jonathan Pullen

Jon Pullen, PhD, CSci, C.Chem, MRSC is a Principal Consultant within the Air Quality Department at Bureau Veritas. Jonathan has responsibility for issues of industrial air quality. He is also responsible for development of official guidance and codes of practice to government departments and agencies, e.g. author of Defra Code of Practice on Odour Nuisance from Sewage Treatment Works, as well as assessment of air quality impacts and odour impacts for Environmental Impact Assessments; PPC permit applications and Waste Management Licence applications. Dr Yasmin Vawda

Dr Yasmin Vawda is a Senior Consultant within the Air Quality division of Bureau Veritas HS&E Ltd. Yasmin has drafted guidance for odour modelling on behalf of the Environment Agency (EA), and is currently drafting a Local Authority Guide on odour statutory nuisance on behalf of Defra. She was formerly a member of Defra’s Atmospheric Particles Expert group (APEG) and has served on the EA South-East Regional Environmental Protection Advisory Committee. She has acted as an expert witness on odour issues at Public Inquires and recently presented a paper on the uncertainties associated with odour modelling at an international conference. Yasmin is also an expert in stack height calculations for polluting processes in relation to planning control, and has developed tools for Defra on the screening assessment of SO2 emissions. Carl Vernon

Carl Vernon, MSc, CMIOSH, MIIRSM, MaPS is the Business Unit Director within the OSH H&S Consultancy Division at Bureau Veritas HS&E Ltd. Carl has 10 years of occupational health safety and environmental management within a variety of sectors from Oil and Gas, Heavy industry, Construction to Facilities Management both nationally and internationally. Carl is a chartered health and safety practitioner member of IOSH and has a Masters in Occupational Health and Safety Management and sits on many Health and Safety boards and committees in developing improvements in Health and safety systems. Pamela Coulthard

Pamela Coulthard is a senior solicitor in the environment department of Scottish law firm Burness LLP, a firm which provides legal advice to commercial clients in the private and public sectors throughout the UK and overseas. Pamela has a particular interest in matters relating to the water environment and the approach to the regulation of such by the different jurisdictions throughout the UK. She recently spent a year on secondment to the Scottish Environment Protection Agency and is a panel member of the United Kingdom Environmental Law Association Scots Law Working Party and regularly contributes to environmental legal publications. Holger Dalkmann

Holger is Head of the SEA Section of the German Environmental Impact Assessment Association (UVP-Gesellschaft), and an expert and policy advisor in the legislation process of the German SEA Act for provincial and national planning. He has recently taken up the position as Team Leader for the Environmental Assessment Group at the Centre for Sustainability (C4S) at TRL. Having previously worked as a Senior Research Fellow at the Wuppertal Institute and as a Lecturer at the Universities of Duisburg and Trier in Germany, Holger has eleven years experience of managing national, European and international research and consultancy projects.. Dr Monica Fundingsland Tetlow

Monica Fundingsland Tetlow is a Senior Environmental Assessment Consultant at the Centre for Sustainability (C4S) at TRL. She has specialised in environmental assessment through her professional experience as a consultant and researcher within industry and academia for the past eight years. Monica has a PhD on Strategic Environmental Assessment (SEA) of English Local Transport Plans, and has undertaken extensive research into Local Transport Plan appraisal practice in light of the requirements of the SEA Regulations. Tina Benfield

Tina Benfield BSc (Hons) MSc CChem MRSC MCIWM is a Technical Officer for the Chartered Institution of Wastes Management (CIWM) dealing with a range of waste management issues. Tina is secretary to the CIWM EB, which has been responsible for delivering a range of projects funded through the landfill tax credit scheme and other sources. Chris Murphy

Chris Murphy BSc MCIWM is Deputy Chief Executive for the Chartered Institution of Waste Management (CIWM) and overseas all areas of policy within the CIWM. Chris is a member of the Governments Agricultural waste stakeholder forum and acted as Chairman to a sub committee of this group looking at developing exemptions from waste management licensing for agricultural wastes activities. Peter Watkins

Peter Watkins works as the air quality specialist for Gloucester City Council. He is responsible for Local Air Quality Management and LAPPC. The City has three Air Quality Management Areas and some 46 installations permitted under the LAPPC and LA-IPPC regimes. He was chairman of the Air Panel of the Chartered Institution of Water and Environmental Management (CIWEM) from 2002-8.After an academic career in the UK, Canada and Trinidad, he joined Thames Water in 1975, and over many years worked as a Scientist, as Water Supply and Sewage Works Manager and in various back office functions. He is a Chartered Chemist, obtained the Diploma in Water Pollution Control in 1977, and became a full member of IWPC, a predecessor of CIWEM the same year. He moved to work in Gloucester in 1999.

 
Jon Rouse

Jon Rouse joined Defra in 1999 and has been working on animal by-products policy since 2001 (Control of Endemic Disease Team). He helped implement Regulation (EC) 1774/2002 (the 'EU Animal By-Products Regulation') and the Animal By-Products Regulations 2003, and the updated Animal By-Products Regulations 2005, which enforce the legislation in the UK. Jon is senior policy adviser on the composting and anaerobic digestion of animal by-products. Defra's core purpose is to ensure the current and future quality of life through the practical application of sustainable development. The Animal By-Products team aims to lay down rules regarding the use and disposal of animal by-products, which includes their treatment in composting and anaerobic digestion in suitably approved premises. The Department strongly supports composting and anaerobic digestion of organic material as vital components in meeting Waste Strategy targets for recycling and EU targets for the reduction of waste to landfill. Emelia Holdaway

Emelia Holdaway BE(Env) is a senior consultant with Ecofys UK, working in the areas of renewable energy, product labelling, emissions trading, carbon markets and energy and climate strategy. Ms Holdaway has an environmental engineering background. She has over ten years experience in energy and environmental management, including across the petrochemical, chemical processing, pharmaceutical, manufacturing, transport, chemical processing and tertiary sectors. At Ecofys, her work has included advising on opportunities in the international renewable energy investment market and undertaking 'bottom-up' market and financial assessments of emissions abatement opportunities, including developing marginal abatement curves to analyse individual abatement measures and technologies across sectors at both a country and international level. Jeff Cooper

Jeff Cooper BSc MSc FCIWM FRGS is the Producer Responsibility Policy Manager at the Environment Agency and is responsible for management and delivery of the regulations for packaging, WEEE, ELVs, batteries and other producer responsibility waste streams. The Environment Agency is the leading organisation for protection of the environment in England and Wales. Ed Dearnley

Ed Dearnley BSc Hons is Environmental Protection UK’s Policy Officer for Air Quality, co-ordinating the society’s policy initiatives and air quality projects. Matthew Johns

Fiona Dickson

Fiona Dickson has over fifteen years professional experience specialising in environmental regulatory compliance, legal risk management and due diligence. Her experience spans many industry sectors, including chemicals, iron and steel and food and drink. She has particular expertise in legal aspects of contaminated land, waste management, industrial permitting, hazardous substances and producer responsibility. Katherine Lake

Katherine Lake is an Associate in the Environmental Law Group at Linklaters LLP in London. Prior to joining Linklaters LLP, Katherine worked for one year as an Associate to a Judge of the Federal Court of Australia and 3 years with 2 large commercial law firms, most recently in the Environmental Law and Climate Change group at Baker and McKenzie in Australia. Last year Katherine completed her LL.M with Merit at University College London where she specialised in Environmental Law and in particular developed her expertise on the International and European aspects of climate change law and policy. During this time, she also undertook an internship at the Foundation of International Environmental Law and Development working in the climate change section. Kerry Liebenberg

Kerry Liebenberg is an Associate in the Environmental Law Group at Linklaters LLP, London. Previously Kerry practised as a Senior Associate in the Environment Team of a leading corporate firm in South Africa. Kerry’s academic background is in environmental science, and she is currently completing her LLM part time at the LSE. Andy Raine

Doug Bryden

Doug is an associate in the Macfarlanes Environment Health & Safety (EHS) Group. He joined Macfarlanes in 2007 from Allen & Overy LLP and specialises in national and EU environmental and health and safety law. Doug has worked with a variety of industries in relation to EHS issues but, in particular, the electrical, chemicals, energy and waste sectors. He regularly assesses and allocates environmental liabilities in a range of corporate and real estate transactions, projects and finance related matters. He has particular experience in areas such as EHS compliance, producer responsibility, chemicals law, climate change and legacy liability management. Of particular note, Doug is currently involved in one of the largest and most significant pieces of environmental litigation underway in the English courts. Carolyn George

Carolyn George is a Senior Consultant with Risk & Policy Analysts (RPA). She has been involved with numerous assessments of the costs and benefits of proposed legislative and/or policy changes. These assessments have spanned a wide range of sectors including water (and marine) resource management, waste management, construction, habitat management, flood risk management, sustainable tourism, consumer safety, genetically modified organisms, etc. Her most recent studies for the UK Government include assessing the costs of the proposals for coastal access in England; reviewing the practical use of ecological footprinting methodologies; and much of the work for Defra’s regulatory gaps study on nanotechnologies. Tobe Nwaogu

Tobe Nwaogu, a Consultant with Risk & Policy Analysts (RPA), has a background in Biochemistry and Pollution Control. Since joining RPA, he has worked on projects involving appraisal of the environmental, health and economic impacts of policy measures. These include studies for the European Commission evaluating various aspects of a range of European Directives such as the Toy Safety Directive, the Cosmetics Directive, the Low Voltage Directive, the General Product Safety Directive and REACH. With regards to chemical risk management, Mr Nwaogu has played a key role in the development of the risk reduction strategies (RRSs) for a number of hazardous substances such as PFOS, deca-BDE, octylphenol and zinc compounds (acting as the Project Manager for the last two). He has also been involved in projects relating to the management of hazardous chemicals under the Water Framework Directive as well as other environmental legislation. Simon Critten 

Simon Critten is the climate change lead for RPS, responsible for co ordinating climate change advisory services. Prior to joining RPS Simon helped coordinate Entec’s climate change business working for approximately two years in developing and analysing environmental policies for UK government and the EU. In the six years leading up to this role Simon was a key member of the strategic studies team within Mott MacDonald’s Energy Unit working for developers, lenders and owners around the globe. Mike Summersgill 

Mike Summersgill MA MSc MBA C.Eng C.Env MICE FCIWEM SiLC is an Associate Director with RSK GeoConsult, heading up their South-East office in Tonbridge. He is a civil/geotechnical engineer with over thirty years experience in the industry, the last twenty being in the geo-environmental field; he has worked for both consulting and contracting organisations, and also managed his own specialist businesses in this field. Mike is lead technical member nationally on Chartered Institution of Water and Environmental Management (CIWEM) Council, and is a Trustee of that Institution; he is also on the Contaminated Land: Applications in Real Environments (CL:AIRE) technical review panel, and writes regular articles for several publications. Mike was one of the originators of, and initial interviewer for, the Specialist in Land Condition (SiLC) registration/exam in 2001, representing CIWEM on the PTP for 3 years. Angus Evers 

Angus Evers is Head of Environment in the Planning and Environment Group at SJ Berwin LLP. He advises on the environmental aspects of major infrastructure projects and corporate, banking and real estate transactions. He also has experience of defending regulatory prosecutions, bringing civil claims for environmental damage, and advising on the judicial review of decisions of regulatory bodies. He has particular expertise in the infrastructure and energy sectors and advises clients across a wide range of industries including water, waste management, oil and gas, power generation and transport, as well as public sector and government organisations. Victoria Hill

Victoria Hill LLM, MSc, BSc, CEnv, MIEMA, MCIWM is a Principal Environmental Consultant at Taylor Woodrow. She is based within the consultancy division at the Technology Centre and manages a range of construction related environmental issues. Her main duties focus on sustainable construction and resource/waste management including BREEAM, The Code for Sustainable Homes, Site Waste Management Plans and waste training. Melodie Gilbert

Melodie Gilbert BSc (Hons) Grad IOSH is a graduate Health and Safety specialist with experience in the fields of Asbestos and Occupational Hygiene. She has experience in providing advice on occupational health management, particularly the aspects of measuring exposure and designing and implementing control systems. Melodie has a background in asbestos analysis and is a P402 qualified asbestos surveyor undertaking identification surveys and providing asbestos management advice. Heather Jackson

Heather Jackson is the Director of Occupational Health & Hygiene at Sypol. Heather is an occupational hygienist with 20 years experience in occupational hygiene in the petrochemical industry and lately in the consultancy business with Sypol. Ian Havercroft

Ian Havercroft LL.B, LL.M, Barrister (Non-practising) is a Research Fellow at UCL’s Centre for Law and the Environment. an joined the Faculty of Law at University College London in May 2004, following the completion of his Masters degree in environmental law. He is currently based at the Centre for Law and the Environment. Ian is the United Kingdom’s country correspondent for the Journal for European Environmental and Planning Law. Professor Richard Macrory  

Richard Macrory BA, MA (Oxon) is a barrister and a member of Brick Court Chambers, London and Professor of Environmental Law (and the Director) at UCL’s Centre of Law and the Environment. Professor Richard Macrory joined the Faculty at UCL in 1999. He had previously been teaching at Imperial College London, and was Director of the Environmental Change Institute, Oxford University. Richard Macrory was a Member of the Royal Commission on Environmental Pollution between 1992 and 2003, and was a Board Member of the Environment Agency in England and Wales between 1999 and 2004. He is editor in chief of the Journal of Environmental Law (Oxford University Press) and legal correspondent to ENDS Report. He was Hon. President of the National Society for Clean Air 2005-6, and chairman of Merchant Ivory Film Productions between 1988 and 2004. In 2001-2003 he was elected chairman of the Steering Group of the European Environmental Advisory Councils, a informal network of official environmental advisory bodies throughout Europe. In 2005 Professor Macrory was appointed by the Cabinet Office to lead a review on regulatory sanctions applicable to business generally. The final report, Regulatory Justice – Making Sanctions Effective was published at the end of 2006 and all the recommendations accepted by Government. UKELA

UKELA (The UK Environmental Law Association) aims to make the law work for a better environment and to improve understanding and awareness of environmental law. UKELA’s members are involved in the practice, study or formulation of Environmental Law in the UK and the European Union. It attracts both lawyers and non-lawyers and has a broad membership. UKELA prepares advice to Government with the help of its specialist working parties, covering a range of environmental law topics, and holds events throughout the UK. UKELA’s current priorities include: 1) Informing and actively influencing the debate on climate change including the measures to reduce greenhouse gas emissions and manage their impacts at the international, EU and domestic level 2) Helping deliver more effective and efficient environmental regulation including enforcement at the EU and UK level. Dr Richard Lowe

Dr Richard Lowe MSc is the URS national Service Line Leader for industrial compliance, based in the Leeds office. He has assisted clients on more than 160 IPPC submissions, developing BAT justifications, leading discussions with the regulator and ensuring timely for clients in the chemicals, power, biofuels, manufacturing and food & drink sectors. Richard has also acted as expert witness advisor on BAT and air quality issues on 6 separate cases or hearings. Dr Susan Wain

Susan is an Associate Director in URS’ London office. Susan has 17 years experience in both consulting and regulatory roles, which includes working for the Environment Agency and one of its predecessor bodies, the London Waste Regulation Authority. She specialises in environmental and waste management, including regulatory compliance, environmental risk assessment, due diligence and auditing. Susan has a good knowledge and understanding of environmental issues, including environmental legislation and standards. She has experience in waste management, environmental management systems, resource use, waste minimisation and pollution prevention; assisting organisations with environmental issues across a wide range of sectors, including: waste, water, chemicals, refining, combustion, metals, pharmaceuticals, food and drink, construction, manufacturing, transport, healthcare, local authorities, central government and retail. Neal Barker

Neal Barker is an Associate Director with WSP Environmental with 11 years direct experience of strategic compliance support, EMS implementation, environmental auditing, waste management and minimisation and training delivery. Neal has an environmental management Degree and a Masters Degree in Pollution Control, is an IEMA Full Member, Approved Lead training tutor, Registered Environmental Auditor and Chartered Environmentalist. Neal leads the UK Corporate Services team within WSP Environmental and provides long term strategic advice to a number of large corporate and public sector organisations including construction and heavy process industry. Neal is also a Visiting Lecturer at the University of Manchester where he leads a module on an Environmental Masters Degree programme. Kate Geraghty

Kate Geraghty is Principal Consultant in the Corporate Services team at WSP Environmental. Kate advises clients on environmental management and forthcoming legislation affecting the electronics sector. Having spent three years as Environmental Project Manager at Rohm and Haas Electronic Materials, Kate specialises in product stewardship and the impact of global legislation on the printed circuit board and electronics manufacturing sectors. Kate has worked extensively with influential Governmental, industry and trade associations. Most recently, Kate was a member of the DTI Global Watch WEEE Technology Team, examining the varying approaches to the implementation of the WEEE Directive across Europe. Mark Newbold

Mark Newbold is a Consultant working in WSP’s Corporate Services in a wide range of Environmental projects. Experience in consultancy work has primarily focused within the field of environmental law. Mark has developed, reformatted and reviewed legal registers from a number of different sectors to support clients EMS ISO: 14001 compliance needs. He has also supported industrial clients on matters of environmental awareness and compliance with various regulatory requirements. Previous experience includes the support and management of Integrated Pollution Prevention Control (IPPC) applications and post application obligations. Mark Zukas

Mark Zukas LLB, LLM studied law at UWE, Bristol, including a module on UK environmental law. Mark has a Masters’ degree, specialising in environmental law and featuring modules on international environmental law, the international law of natural resources and EC environmental law, completed in September, 2006 at University College, London. The author recently carried out a 'research assistant' internship at the UCL Centre for Law and the Environment.
